An Operations, Management, and Development
Agreement (OMDA) is a specific type of Public-Private Partnership (PPP)
contract in which a government hires a private company to operate, maintain,
and develop a public asset. The private company does not take ownership of the
asset, and the public authority retains control. This model is commonly used
for infrastructure projects, such as the privatization of Indian airports.
