Ringfence Policy
The ring-fence policy refers
to regulatory mandates by the Reserve Bank of India (RBI) that require banks to
isolate core deposit-taking and lending functions from riskier non-core or
external group businesses.
Key Objectives and Scope
- Core Protection: The RBI mandates that core banking activities must be conducted departmentally with strict insulation so that financial distress or risks in non-core ventures cannot spill over into depositor funds.
- Timeline and Mandate: Under recent RBI directives, banks must submit detailed compliance plans by March 2026 and complete full implementation by March 31, 2028.
- Eliminating Business Overlaps: The framework ensures that a specific form of business is not redundantly or confusingly overlapped across multiple internal or group entities without distinct board-approved structures.
- Overseas and Payment Fencing: The RBI
also applies ring-fencing principles to cross-border and domestic payment
systems to mitigate geopolitical risks and data exposure.
